With the integration of the Huwise platform, the municipality has created a digital ecosystem that combines open data, storytelling, and administrative transparency, transforming urban information into shared value for citizens and institutions.

The project
The Municipality of Bologna's initiative with Huwise (formerly OpenDataSoft) aimed to build a data platform capable of communicating with everyone: citizens, businesses, technicians, journalists, and policymakers, while simultaneously streamlining all internal data production and updating processes. The project went beyond simply opening up datasets; it introduced a full-fledged data mesh where each administrative department could manage both internal data and publish public datasets. Subsequently, Huwise's features enabled the development of Data Stories, narrative products that translate data into tools for understanding urban reality. Each story begins with one or more datasets and explores their concrete implications for city life, fostering awareness and a sense of community.
Shared data for active citizenship
Since 2019, over 20 Data Stories have been published, addressing key issues for the urban fabric: from mobility to road safety, from urban decor to the distribution of commercial activities. These narratives, based on real and up-to-date data, have enabled the administration to establish a constructive dialogue with citizens, transparently demonstrating the evolution of public policies and enhancing the collective intelligence of the territory.
An accessible and user-friendly platform
Huwise has enabled the creation of a user-friendly portal, packed with interactive features such as dynamic maps, graphical dashboards, and custom filters. The user experience was designed to facilitate access even for those without technical skills, making the data accessible not only for institutional or scientific purposes, but also for everyday life, education, civic journalism, and social innovation.
Collaborative data governance
The approach adopted has transformed public data into a dynamic, continuously updated common good at the heart of participatory processes. Through distributed and shared governance, the Municipality of Bologna has activated virtuous mechanisms of collaboration between the administration, citizens, and local stakeholders. Data is no longer just an administrative asset, but a meaningful infrastructure, capable of generating value for the entire community.
